Artikel 125: Provincial and municipal bodies

Artikel 125
  1. The provinces and municipalities shall be headed by provincial and municipal councils respectively. Their meetings shall be public except in cases provided for by Act of Parliament.
  2. In addition, the administration of a province shall consist of the provincial executive and the Kings Commissioner (Commissaris van de Koning); the administration of a municipality shall consist of the municipal executive (College van Burgemeester en Wethouders) and the mayor.

Explanation

Please note: Only the Dutch-language version of the Constitution has legal effect.

The Provincial Council heads the province, while the municipal council heads the municipality. Their meetings are open to the public. This emphasizes their position as the democratically elected principal governing bodies of provinces and municipalities.

In addition to the Provincial Council, the provincial government consists of the Provincial Executive and the King's (or Queen's) Commissioner. Besides the municipal council, the municipal government consists of the Municipal Executive and the Mayor.
