Artikel 67: Quorum; voting

Artikel 67
  1. The two Houses may deliberate or take decisions, either separately or in joint session, only if more than half of the members are present.
  2. Decisions shall be taken by majority.
  3. The members shall not be bound by a mandate or instructions when casting their votes.
  4. Voting on items of business not relating to individuals shall be oral and by roll call if requested by one member.

Explanation

Please note: Only the Dutch-language version of the Constitution has legal effect.

The Houses (including in Joint Session) may only convene if more than half of the members are present.

Decisions are taken by a majority vote. Sometimes a two-thirds majority is required for a decision, but only if this is stipulated in the Constitution.

Members vote without mandate. This means that they must be free to vote. Members of Parliament may consult with others (within and outside Parliament), but may not take decisions 'on the orders of others'.
